I am fairly active in rock climbing, looking to cover any potential minor injuries if the need arises. Have narrowed to these 2 insurances.
Are minor injuries (Sprains) the scope of the insurance policy? Or does Accident refer to more major incidents such as car crashes
For these outpatient treatment that require physiotheraphy /TCM, how is the claim process like between them? Is a referral required by an Orthopaedic doctor or would a licensed physiotherapist be sufficient?

Yes, claims are not restricted to major accidents, minor injuries are claimable too. It will be claimable under medical expenses. Usually the claim payout is through reimbursement basis, meaning you pays for the treatment first then claim from insurance company with the receipts. Licensed physiotheraphy and TCM will be sufficient for claims.
Right now, the two best Personal Accident plans in the market are Great Eastern's Great Protector Active and AIA's Solitaire. You should consider these plans too.
