Is there a way to get into Marco Polo membership in Singapore without paying the 100 USD enrolment fee?

I know there are co-branded credit card in Hong Kong and Taiwan that gives free membership but so far I can't find one co-branded card in Singapore.

Unfortunately there is no way of doing this in Singapore. It appears that Citigold clients are eligible for a waiver, but i'm not sure if this promotion is still valid: https://www.citibank.com.sg/citigold/microsite/...
