I'm answering in terms of just possessing the paper itself:
Non-degree holders may find themselves hitting a glass ceiling. In Singapore, having a degree is becoming increasingly common. It's very likely for an employer to hire/promote a degree holder.
The likeliness may decrease over time when you become a more experienced and valuable resource.
On the other hand, you can find yourself in a spot where having a degree or not doesn't matter e.g. starting your own business.
As for the actual skills and training learnt in the university, it's... subjective. There are many things that you can learn on your own or on the job. Perhaps being in an environment with many like-minded people can help you learn more or motivate you to push yourself further.

Opinion: Degree must be recognised. If is not recognise is waste of money. If is ex and not recognised, i would rather go for a professional cert like ACCA etc..... at least is recognised
