Given what you've shared about your family make-up... to my knowledge at least, only your Singapore Citizen spouse's income will be taken into consideration for the HLE. As a foreigner, your income will not be considered in the HLE amount.
However, I did find this written answer by the Ministry of National Development on HDB loans and grants with respect to Singaporeans marrying foreign spouses, from back in November 2018.
Basically, housing grants are means-tested and are pegged to the monthly household income of ALL working members of the household.
This means that your income as a foreign spouse, at the very least, is taken into consideration when getting a housing grant. So even if your HLE is not that high, you'll at least qualify for as many grants as you can possibly get.
Now, with regard to housing loans, HDB determines the loan quantum based on the flat owners' income. The key word here is "owner" and since you can only be listed as an occupier because you're a foreigner, your income will not be taken into account.
HOWEVER, the Minister of National Development also added that "HDB exercises flexibility and considers appeals to use the occupiers' income for the computation of the loan amount on a case-by-case basis".
So there is still a slight possibility for your income to be tabulated for the HLE loan quantum.
I suppose if you tried applying for PR (if you're open to that) and can show evidence (bank statements and etc) of the various streams of income which you have, it might build a stronger case for you with HDB.
