SA Shielding is definitely more beneficial based on the information you have given, with a fully liquid SA generating additional interest for you.
With the RSTU - you would have to consider if there is a chance that the tax savings can provide additional benefits for you. Just a thought off the top of my head - you will probably need a more detailed discussion to make the final conclusion
