Is it a norm rate for a pass degree holder to take 5 years to earn the same salary as a first-class honours degree holder 5 years ago?

What are some factors that might bring the gap down?

Definitely not. Your salary should depend on the role that you're working. I have friends who graduated with first-class honours from a general major that started with a salary of 3.5k. At the same time, I know of people who graduated without stellar grades and started with a salary of 5k due to their specialised major (e.g. computer science).
