When your household income is being calculated, do they include income from investments?

No. Capital gain / dividends from equity investment will not be consider as part of the computation for household income to buy HDB/EC/Condo.

HDB doesn't consider them as income: https://www.hdb.gov.sg/cs/infoweb/residential/b...
(under the section "what income document must I submit", the last section where it highlights what income / allowance that will be consider for income assessment.)
So go ahead and invest and enjoy the dividends. :)
