Because of MAS regulations, you need min 30k annual income for credit card. However most banks (e.g. DBS) are offer a secured credit card if you put 10k in their FD. This can usually only be done in branch. No online application.

Hi anon,
In general no, but you can get a secured credit card by putting down a collateral, usually a FD with at least $10K.
However, even if your pay does not hit $2.5K/mth, you might still be eligible for a credit card if you have an AWS paid out which brings your annual to more then $30K, just that you will probably have to explain this in person to the bank.
