If my parent age 63 y/o as of year 2024 have yet to reach the BRS in their retirement account and they have yet to reach their BHS in MediSave account which one should they TopUp?

Yes RSTU to RA to increase the total amt.

Should consider RSTU to RA for matching grants. https://www.cpf.gov.sg/member/growing-your-savi...

VC-MA will only entitle them for tax relief - may not be as impactful as dollar matching.
