I understand that gov gives 1 for 1 dollar but when should I do my CDA top up?

Hi, I am puzzled with regards to topping cash to CDA account for my first born child. Can someone enlighten me?

The CDA is a special savings account. You can open a CDA with DBS Bank, OCBC or UOB. You will have up to 12 years to save in your child’s CDA. The Government will match your savings in the CDA within 2 weeks. Babies born from 24 Mar 2016 will receive up to $3,000 of CDA First Step grant.
