I recently went for an interview. Got a text from the recruiter showing the email from the company HR. It says 'hiring manager is keen to hire him'.

Can you obtain payslips to work on job offer? Does this mean I got the job offer?

It's more positive than negative. You can ask your recruiter what are the next steps. Typically once pay slips are collected and references checks are being made, youre on the right track. :)

Echo what others have said recently. Without an offer, there is nothing.

I once got an ok from most in the process (HR, hiring manager, senior manager) and HR claimed they were preparing the offer letter but in the end they called to apologize that the C level decided to move the position to China.

To put it simply, it means that the company "confirm WANTS to hire you". This is, of course, also based on the assumption the hiring manager is senior enough to execute this decision himself/herself. Example: If the hiring manager has a few more levels over him, it may not mean very much if someone senior can easily veto him.

As others said, until you sign the offer, it does NOT mean that you HAVE the job yet as they can still back out (without consequences) any time until the formal letter is signed on both sides.

tl;dr: This means that you can go buy the champagne and get ready to celebrate, but it also means you cannot drink the champagne just yet.

Speaking from experience, 12 years ago when I was still in the private sector, I was told by the hiring manager that he wanted to hire me in a follow up call after the interview, but the whole situation dragged and no formal contract of employment was ever signed.

In the end it fizzled out and I had to re-start my search all over again, and I lost 3-4 months in waiting.

โ€‹

So until you sign a contract of employment, do not assume you have gotten the job.
