Seems obvious that an iphone xr would be cheaper at first, but considering that 11 will have a higher resell value, would it actually be more worth to go with the 11?

It depends what is your reason for upgrading. Is your current phone faulty or its just slower in performance?
If you are upgrading to get better specs, 'faster' phone, etc then yes go for the better model iPhone 11. No point changing to XR then 1 year later have the temptation to change again.
If you are changing due to your current iPhone 8 faulty and you dont mind a lower end phone, XR is still more cost effective even though it's resell value will be lower. Mainly because the depreciation is not proportional. Let me give you an example. XR 128gb retail price $1049, iPhone 11 128GB $1219. The price difference is around $170. But 2 years later, the difference will be lesser than $170. Meaning that your iPhone 11 will depreciate faster. (Same idea as buying Merc E class VS Merc S class)
It also depends where you are buying the phones. If you getting from the 'ah beng market', you may be able to get it at a lower price then retail. E.g. RedWhiteMobile selling XR 256GB @ $908 vs iPhone 11 128GB @ $1050.
