Most bonds that retail investors invest in are Temasek-backed. There'll usually be large advertisements for it in newspapers for retail investors to subscribe to the IPO. For example, there was a SIA 3.03% bond issued in March 2019 (the bond I invested in) , and other popular ones include the Astrea bonds. You can still purchase these in the open market on SGX, but will have to pay a premium which will effectively lower the yield.
Other bonds are usually only for accredited investors.
