I'm a marketing executive new to the job and stuck with strategies to help improve the business. Want to tap on the community to learn what is the best marketing strategy you've encountered?

I work in a tech company and my main job is to encourage users to create an account with us and to carry out actions like liking or commenting instead of just being passive. But how can I encourage such behaviour when it's not a common behaviour from our users yet since they are able to access everything the app provides for free even if they don't sign up or create an account?

I think you just answered your own situation in the description.

Why don't you withold or control the amount of free resources a user get to accessed without creating an account? If you have already given everything free, a normal person will expect more from your company since you require me to spend my "time and effort" to create an account.

And as some other users has shared here: give an incentive when an account is created and being used.

Seedly's levels and points encouraged me to sign up and participate more regularly. Consider setting some achievable goals for the new users? As for the rewards, it can be either monetary or something that simply recognises users' efforts.
