Should I use the HSBC Revolution Card for the cashback function? Understand that the current rate is 400 points = SGD$1.

Also, I'm not sure if the annual fee of $40 that is required of the Mile Programme to convert points to miles is worth.

Would appreciate any inputs on this! Thank you!

If you're a low spender and want to go for cashback, rewards cards like HSBC Revolution are generally better than the alternatives like UOB absolute (1.7% cashback). Sure, it's not actual cash, but it's effectively the same if you redeem vouchers at places you will spend at anyway.

$40 for the mileage program is higher than average, but given the Revolution's usefulness for earning 4 mpd on many transactions, I think it's still worth it. Points last for 3 years, so you should be able to rack up a decent amount of points before needing to make a conversion.

Definitely! It's 2.5% cashback which is pretty darn good considering the variety of eligible MCC codes.

If you aren't really a miles chaser to begin with, I would skip on converting for miles due to the high fees.
