If you already have wechat pay activated with chinese mainland bank acc i singapore, should be fine. If not, you cant. Back in nov'19 both alipay and wechat said theyre working on making both platforms available to foreigners even in china, but to date only alipay's tourpass works. Wechat pay is still no guarantee to work
