Yes, this is correct, this is for employees to defer income tax payments due in May, June and July 2020, to help ease cash flow due to the COVID-19 situation.

You can simply fill up this IRAS form here.

Income tax deduction to resume in August, September or October 2020.
The end-date of your instalment plan will be extended by 3 months.
Apply online from 26 Mar to 31 Jul 2020

Note__: This deferment does not apply to non-Singapore citizen employees who have sought tax clearance and employees of foreign employers.

If I contributed to my CPF or SRS account today, it would apply to my 2021 income tax right? It's too late to influence my 2020 income tax?
