This ETF on the NYSE I am looking at has a dividend rate/unit of 1.3 on a quarterly payout basis and the minimum purchase = 1 lot
Am i right to assume that:
if i buy 2 lot(s), i should be expecting a quarterly payout of 1.3(2x100) = $260?
This is because there are 100 units in a single lot, no?

Minimum purchase for US listed stocks is usually 1 share. The lot size for NYSE is 1 share. If you want to buy 200 shares, you have to input 200 in the order.
For US domiciled/listed stocks in general, there is dividend withholding tax of 30%. The stock brokerage will deduct the WHT before crediting your account.
