Should i start with ETFs first, but I understand that they are not ideal for short term investment. Hope to seek your advise.

Hi anon,
ETFs are rarely meant for investing over a short duration. 3 years as a time horizon is a little too short to get 'decent returns', especially if your time frame is fixed and your capital needs to be protected. The market may still be in the stage of recovery after 3 years, and if you need your money then, you will likely be sitting on a loss.
You will want to consider safe instruments such as FDs, investment grade bond funds, money market funds, and perhaps 3 year endowments if you cannot afford to lose too much your capital over the next 3 years.
If you can increase your time horizon to 5 or even 10 years, equities can come into the picture.
