For lights, I got mine all from Taobao (as Singapore is really expensive!). Thereafter, I managed to get my electrician to install them for us (for a fee of course).
For ceiling fan, I went to KDK to purchase directly.
For ceiling fan, I stacked vouchers and purchase them off Lazada.
Meanwhile, if your new home is a BTO, then you may look around for Group Buy deals from your estate - I managed to save some money from some of these deals for some household items!

Suggest can go around jalan besar, sungei road areas. lots of choices. those old traditional HDB shops.
also got my bathroom accessories etc there.
support locals.
if you are not particular about brand and aesthetics, those value shops in HDB heartland do sell light fittings and fans as well.
