Is there a time limit to when they should pay ex-employees notice pay? 3 weeks feels too long. HR department is not being helpful as I no longer work there.

You are right in feeling that your notice pay is taking too long to arrive. Regardless of whether you're still serving your notice period, or whether you already served your notice and left, 3 weeks is past the legal deadlines for paying salary. If you're still serving your notice period, your salary must be paid to you within 7 days from your last salary period.

If you've already left, here are the deadlines:

If your company terminated your contract: They have to pay you latest within 3 working days from your last day of employment.

If you quit (and you served your notice period): They have to pay on your last day of employment. NO exceptions.

You should consider approaching TADM (Tripartite Alliance on Dispute Management) to file a complaint. Do note that the time limit for filing a TADM complaint is 1 month from your last day of employment. Since you're already waited for 3 weeks, it's best you lodge your request with TADM as soon as possible. They will assist you to resolve this issue.
