For opening of TDAmeritrade or SAXO, do we still need to pay withholding tax of 30% for US stocks?

With Singapore investor domicile, lacking a tax treay U.S. - Singapore,

30% dividend withholding are applied on U.S. stock/ETFs with U.S. domicile dividends.
