During this period of Covid-19, is it a good idea to shift 150k from my POSB account to ICBC bank for 3 months fixed deposit at 1.30%?

I will be using this money around July and will be having 2 names for the deposit insurance. Will it be safe to do so during this period?

Personally I feel that since you will be needing the money in July, putting in short term fixed deposits will be a safe choice.

You do not want to invest with money that you will need soon.

Open a bank account that you don't see it weekly even monthly. Set aside a fix amount monthly and send it there. After a few month only come back to it to invest it into something worthy. RinseRepeat
