Does DCA work to lower the average investment price? If the price is higher than my average investment price, is it okay to add more?

Yes, just stick to your monthly dca plan. Markets are uptrend-biased so time in the market is better than otherwise. If markets do dip, then pump in some of your dry powder/warchest. Otherwise, just business as usual = your monthly dca

For Regular Savings Plan (RSP) strategy, I feel it's useful to use it as a way to average down while the current price is lower than your average price, instead of continue buying while the price keeps going up. Am I right?
