Does Citibank Cashback plus card offer cashback for topping up of ShopeePay?

I don't use the card so I can't comment for sure, but in general the answer would be no. Most cards don't give rewards for top up of stored values, ie a mobile wallet.

But then again, the only way to know for sure is to test it out if you already have the card and see whether you get cashback for it when your statement comes.

If you don't already have the card and are contemplating it using this shopee pay as a criteria, you can consider using AMEX true cashback instead, top up your grab wallet (1.5%) and then using the grab MasterCard to top up shopee pay so you earn 1.5% cashback on the top up.
