I remember its something along the lines of 22k, Can anyone confirm?

If I'm not wrong, as long as you are self employed, you need to declare.
The reason for the 22k is because the first 20k of income is taxed at 0%. And with personal reliefs etc, it adds up to about 22k.
But if you earn 15k, you can still declare and no need to pay taxes.
