Does anyone know how do HDB Schemes work after the balloting stage? Does the allocation to each scheme (MCPS etc.) still remain in force?

Wanted to know if after balloting, 30% is still reserved for MGPS and MCPS. For example, there are 500 flats and number 100 drops out, and he happens to be under the MCPS scheme. I am allocated number 502 and under the MCPS scheme also, but number 501 is not under any schemes. Would I then leapfrog number 501 because of the fixed MCPS allocation?
