My mum is going to Europe for a holiday and she wants me to help her apply for a credit card for monthly instalments for her purchases there.
She's looking towards Amex cards as she heard it's more popular in the EU, however, Amex is pretty rare to be used in SG right?

Well Seedly has just done their Octoberfest of multicurrency cards which is summarized below

All of these would give good savings if you need to switch SGD to spend EUR. However they are all prepaid/prefunded - so can't do monthly instalments.
You really should reconsider whether paying by instalments is a good idea - interest on credit cards can be punishingly high (close to 30%!?!).
All of these are Visa/MC - no need to go Amex, its never going to be more popular than V/MC.
