Yes.

Unlikely for 70% of estate to turn into PLH in future. If you look at the space reserved for future development you'll know theres not much left to build in prime location areas near CBD etc.

A good move on the govt is that allocate 95% of flat to first timers and remaining 5% to second timers which they should've done a long time ago.
