CI and PA are event trigger policies. They are meant to replace income as you would be unable to work when serious accidents or CI occur. Hospitalization plans reimburse expenses.
Treatments and medication costs can be covered but up to a certain extent - and they have to be related to your hospitalization expenses. They have limitations and you should be consulting your consultant on that.

Health insurance helps to cover the cost of healthcare if you get sick, injured, or disabled and require hospitalisation. These include pre- and post- hospitalisation benefits (up to a certain number of days), inpatient and day surgery, and outpatient treatments.
However, health insurance does not cover costs if you are not hospitalised, e.g. ongoing treatment costs for critical illness.
Critical illness policies provide a lump sum payout when the insured is diagnosed with a pre-specified critical illness. This allows the insured to use the payout to seek treatment immediately. Both policies are designed for particular purposes and should serve to supplement each other.
In the unfortunate case of an accident, health insurance will provide coverage for the financial expenses incurred due to hospiatalisation and medical procedures.
Personal accident insurance, on the other hand, will provide a lump sum payout in the case of death or disablement caused by an accident. This can cover other costs such as your loss of income.
