I opened a CIMB Fastsaver acc in the beginning of the year due to its hassle-free high interest rate. But ever since they reduced their interest, i have moved on to another bank. Should i just leave the bank account in case the interest goes back up? Or can i just close it and open it again in the future if the rate goes back up? Is it the same for all other banks?

CIMB FastSaver does not have a fall below fee, though there is a minimum amount to earn interest. Unless there is an absolute need to, I would just leave it be and save the hassle of closing the account and possibly re-opening in the future.
