In my opinion, the POSB Passion card is not even worth talking about because you only get rebates at Dairy Farm Group merchants (ie Cold Storage, Guardian, Giant etc).
Between the DBS Safra and SC Cashback cards, it comes down to how much you spend every month. The DBS Safra card rewards cashback in the form of SAFRA$ only if you spend =$400/month on eligible transactions - 2% for contactless retail spending, 1% for online spending, and 0.3% for all other spendings (ie chip transactions), capped at 50 SAFRA$/month.
However, if you're an NSF, then this $400 min spending is waived, ie you will earn SAFRA$ regardless of how much you spend every month.
Meanwhile, the SC Cashback card simply rewards 1% cashback in cash for all eligible transactions with no min spend, capped at $60/month.
If you:
are an NSF, use DBS Safra
are not an NSF and spend =$400/month on card payments, use DBS Safra
are not an NSF and do not spend =$400/month on card payments, use SC Cashback
