I have accumulated miles via citi, if I also have uob miles earned, can I transfer to uob or use miles from both to buy 1 air ticket?

Generally, you won't be able to transfer the miles accumulated from one card to another.
However, you will be able to transfer the miles from both cards to your favourite airline miles programme, e.g. KrisFlyer. Thereafter, you will be able to exchange the transferred miles into an air ticket.

Like Zhe Liang mentioned, there's no way to transfer points from 1 bank to another. The only way to 'pool' your points is to convert your points from Citi and UOB into the same frequent flyer program, like KrisFlyer.
Note that Citi has a much wider range of transfer partners you could use, but if you want to pool your points, you'll have to choose a transfer partner that is available with both Citi and UOB. Unfortunately, UOB has very few partners and KrisFlyer is definitely the best option.
