Cashflow is important. What would be the estimated cost to run these manifesto for 5 years? Using projected demographics, which manifesto would result in a positive cashflow in the government balance sheet?

I find the cost needed lacking when party propose a manifesto.

What's govt 5year average revenue for past 17years (since we last have a Sars attack)? This could be used to project possible revenue forward tp compare against those cost propose in manifesto.

That's a very complex mathematical answer. The best response I can refer you is to NMP Walter's proposed measure in parliament.
