Can we apply for a credit card from, say, UOB, if we do not have a bank account with the bank?

If we can, how do we access the credit card rewards portal if we do not have an ibanking account with the bank?

Yes defintiely you can!

A bank account is only one type of product the bank offers.

Eg for myself, I have credit cards with both BOC and CITI but I have no bank accounts (savings) with them

They'll give you an iBanking account no worries, for you to login and pay your bills haha
