Can ILPs be sold second-hand?

Looking at options instead of surrendering direct. (Did a partial withdrawal before too) No lack of coverage for death, TPD and CI.

We do consider buying-over ILPs if 100% of the premiums goes into investments, and no partial withdrawals. Since there was a partial withdrawal from yours, we are unable to buy-over it without consideration.
