I have been in IT field for almost 30 years now. I will be retiring next year. Current position of mine is IT dep head. Can I work as a lecturer in university in SG without any pre teaching experience? How long I can work? What will be the pay? Will it be stressful?

Sorry, don't mean to be rude. If you are retiring, why are you still loooking for another job? If just to spend time, I agree on the part-time route. Less stressful for you too.
Keen to hear your thoughts & plan regarding "life after retirement"! Because I'm only envisioning me spending time on personal things (holidaying, joining interest groups, caring for grandkids). I hope I'm not too optimisitic on my retirement in 15 years' time!

Many uni lecturers are expected to have publications and all, so it may be harder to get in.
