I am hesistant to provide as i do not want my prev employer to know which company i am in. It is for personal reasons, furthermore, i am already in my new company.

Just to get the question right. You are already in the new company and HR is asking for reference? If so, ask for the reason and what happen if there is no reference to provide?

First of all you have to be honest why you dont want to reference check be honest with the hr thinking that your former employer will bad mouth you and all these is fine some hr is very understanding I spoken they also do know that toxic enovironment do exisit in work place .... some hr just wanted to confirm you worked for that firm not for behaviour check and such stuff ...
I do know some big firms like morgan stanley I was from UBS their checking is worst than what I experienced from UBS of course I felt being disrepected check your house hold income too much confidential details and wanted past year employment letter wth when I told them I threw away they not happy with it I told them I give them an alternative still some they are inisisting lastly I didnt accept them

Guess your new company HR has overlooked the reference check before offering you the post. However, didn't you list your past employers in the resume? If yes, then HR was simply asking you out of courtesy. They could go direct to your former company HR and check. It is a SOP that due diligence has been conducted for every shortlisted prospect (current offer is not their first job). Hence, perhaps you ask HR for details of the reference check. You may probably provide a contact (co-worker in the former company) whom you trust. HR wants to close case too.

Part of process to confirm you (under probation)? some companies will do that.
I have seen ex-colleagues pending confirmation in new co., they called my ex-company HR - the HR said the company asked some simple factual questions and noted the candidate/new hire (ex-colleague) lied about his role in the company. Obviously it did not reflect well on him (integrity failed).
