This will depend on the type of insurance you are getting. Generally, most Term and Health insurance do not possess cash value. Of course, there are some exceptions such as PRUterm Total Refund.
On the other hand, Life Insurance often also is a surrender value or cash value of the plan after it has been held for a specified period of time.
You should also take note of the premium refund clause. Policies such as mortgage policies might come with a premium refund clause that provides a refund on premium should there be no claims in the period.

That is the wrong term to use. A "claim back" can be read as a refund. While there are policies out there which does give a complete refund to the same definition, they are few and far between.
What might solve your question is a whole life plan, where cash values are accumulated and a person will have the option to surrender the policy later on in life once he decides he no longer needs the coverage.
