Can I apply for renovation loan before key collection?

I have already comfirm a unit
And the key collection date is 1mth

Away will I be able to apply
For a renovation loan first

Or must I wait till collection
Before I can apply for the loan

Critical thing for renovation loan is the quotation/invoice for renovation, which I doubt you will be able to obtain before collecting key. Without assessing the area, how do you expect the contractor to come up with a reno plan?
