If I recall correctly, most cards require holders to be at least 18 years of age.
By no APR, do you mean no interest charge on credit card? Those cards are meant for those who want 0% instalment plans, especially for a large purchase and generally have an income requirement.

Lok Yang's answer is correct, you need ot be at least 18 years of age.
In this case, you might want to consider getting a debit card. There are several in SG that still provide a decent level of rewards on your spending.
