Looking for something to cover my dad who is a 53yo smoker taxi driver. we dont really depend on his income but is only afraid of the CI financial burden. he already has a shield plan 100% coverage for govt hospital

I hate to be the bearer of bad news but smoker premium is really high.

There may come a point where self - insuring is probably the only viable option.
ā
Unless the duration of CI cover is short (say, another 10 - 15 years, which brings him to retirement age), then the premiums may be more affordable (but still high).

Don't forget coverage for long term care as well.
ā
My advice would be to take a look at the premiums first, don't rule it out immediately, you never know if you might still find it acceptable. If not, start to self-insure. Setting aside emergency funds, building cash flow streams, etc, are all ways to prepare streams of income to fund any financial outflows due to CI related costs that are not covered by a shield plan.
