Did anyone BTO got affected by this? It's really quite a saddening news 😢 for both home owners and the company.

I am first timer applicant who has already applied once for BTO (unsuccessful). If I were to apply for the upcoming BTO (successful) but decided not to get the BTO, am I still considered as 1st time?
