Hi anon,
I've done claims before for my clients. The main bill was settled between the hospital and AXA, and the pre and post bills was sent in via hard copy (I collected these periodically from my client). This was before the panel system started however. I'd imagine there will be some new processes built in that should hopefully make things smoother.
I did challenge some rejected claims and got them overturned. On the whole, AXA paid up and in the end my client got her money back. The timeline was a couple of weeks up to a month, especially when it came to challenging them.
