The advertised monthly payout is 4%-6% p.a, with caveat that is for long term investment horizon and yet the 10 year return is stated as 2-2.9%. How to interpret this? The fund expenses are up to 0.7%. Are these bond funds good alternative to T-bills/SSB (given the declining rate now), or are there some catch to it and the actual returns could be less than 3%? Anybody has insight or has experience with these bond funds?

Suspect it could be that they have distributed dividends, so the underlying NAV returns is that low.
my own take is, compare expese ratio against similar products and its returns. absolute number is not meaningful to me.
look at the funds' underlying and see if what are the stocks or bonds. there are many government securities and Tbills. so the risk is not significantly higher, but there will be flutuations in the prices since these are trades in the market.
you have to see your own risk and objectives.
