Any idea if we could change of owner after paying down payment for BTO? Would there be any charges incurred? What is required to take note?

What are the procedures required to change the owner? Have anyone had any experience on this? Please help to share experience or knowledge on it. Thank you.

Refer https://www.hdb.gov.sg/residential/living-in-an-hdb-flat/changing-owners-occupiers/change-in-ownership/change-in-flat-ownership - depends on what the change is about (take note of eligibility + conditions of change).

Should be difficult to change for BTOs unless there's some life-related events (e.g. death of a co-owner).

I am sure there will be charges - essentially it's an very impt change - new/existing owner(s) are not only occupiers but responsible for payment + legal obligations of the flat.
