Although pay isn't high but i am pretty comfortable hence the resistance, what should i do?

Maybe you should look at the overall big picture first. For eg, are you starting a family, or in debt or need money urgently?

If you are financially tight and in need of consistent income, then changing job may not be the best move at the moment.

If you are young, no commitment, then you may want to change job to learn more skills, not just for the sake of higher income.

It's well known that companies have more budget for a new hire than to promote from within, simply because people are comfortable.

No one is in a better position to judge this apart from you. Being comfortable is not the reason to stay.
Evaluate your financial commitments for the next few years. If the current job is not able to fulfil those, please switch.
P.S.- Didn't understand the reference to 4th year in the job. Are you getting some bonus upon completing four years.
