Am I still eligible to buy a HDB under NCS scheme if both of us have worked for less than 6 months currently?

What would be the criteria that would exclude or include me as eligible for the NCS scheme?

One of the requirements is "Half of your average gross monthly household income for the 12 months before your flat application must not exceed $4,500".
