Am I missing out if I'm eligible for the Standard Chartered JumpStart Account but have not created an account since it gives me one of the best interest rates?

I will receive a debit card with a 1% cashback.

Hello! First off, if you are not currently working, this has the best interest rates of all savings account. But I wouldn't say you are missing out much depending on your savings, the maximum amount eligible for savings is $20000, which translate to $200 a year. You could probably net more if you invested that sum.
