It depends. To clarify...
If your resale flat is a 1 Room (bought without CPF grant) = no MOP, you can apply immediately but just make sure you dispose of the property within 6 months of taking possession of your new flat
If your resale flat is a 2-Room (bought without CPF grant)
Bought before 5 March 2010 (5 years)
Between 5 March to 29 August 2010 (3 years)
On or after 30 August 2010 (2.5 years)
If your resale flat is any larger (bought without CPF grant) = 5 years
And there's no exception to this MOP rule.
You won't be able to apply for the Nov 2020 BTO because HDB will recognise that you have a flat that hasn't reached MOP yet. Application is via HDB's site too so... there's no way you can circumvent this.
There might be exceptions made on a case-by-case basis (because HDB is nice like that) but I'm pretty sure it has to be a bobian situation before HDB caves and makes an exception.
